As many states are forced to cut Medicaid budgets, home care for the disabled will be one of the first programs to take a hit. Families like the Eubanks in Clinton, SC could be left with half the amount of care they had before. Linda’s son, Chip, is 37 and afflicted with cerebral palsy. Linda cared for her son’s special needs until she became disabled herself in 2007. If the home care cuts prove to be too much to bear, Chip could be forced into an institution. An unappealing option for the family that would potentially cost the state more than the home care cuts ever saved.
